Question about moving lines

I needed to clarify something in the book.
When a moving line is already bound by the DATE, it requires future strike by year, month, date or hour.
Can the moving line be already bound by the MONTH or the YEAR, requiring future strike by year, month, date, hour? Or is it only the DATE that this rule applies to? Get what Im saying?

In the book it says if the date bounds to the element it needs the strike to move.
Could this also be the case if the month were bound to the element? Would it need the strike? Can the month even bound to the element in the moving line?
month and year are too weak to bound something

frank is saying month doesn't bound in the moving line and winter is saying it does. Who is right?
if the mo or day is weak then it may not move
