He doesn't give you the money -- the third party gives the money. He has no control over them. The reason no one wins is because they are not true paranormals.
Try this: have someone in another room shuffle a deck of cards. Now, you write down your guesses of the card order. A true psychic can do it with very good accuracy over and over again. This is all you need to do to win the million. If you can do this, Randi cannot stop you from taking the money. it is out of his control.
I think the last true psychic who might do it died in 1950s. Of course she could be faker, too, but we can't know now.
There are so many fakers that we think that there are far more psychics than there really are. You might think psychic ability is 1/1000 when it is really 1/100000000000 people. This is why Randi's challenge is good, even if he doesn't believe in it -- it shows that these people are faking.
